The primary purpose of the NRCCI was to undertake a strategic review of residential child care services and make sector driven recommendations to the Scottish Government, local government and providers of residential child care.
Adam Ingram asked SIRCC to lead the NRCCI and thereby honour the Government’s commitment to working with partners to make residential care the first and best placement of choice for those children whose needs it serves.
The culmination of the work of the three NRCCI working groups, which included engagement with children and young people, professionals and agencies from across the residential child care sector and a wide range of other stakeholders, will be the publication of reports from all three groups, an overarching report and recommendations, together with responses from the Scottish Government and COSLA, to be launched in early December 2009.

The work of the National Residential Child Care Initiative has been continuing at a pace. An update of information has been provided in the section for each working group with progress to date. This includes questions for stakeholders which will be used as the basis for consultation at the stakeholder events taking place in January and February.
The extensive work of the National Residential Child Care Initiative, led by SIRCC, has culminated in a series of four reports entitled Higher Aspirations, Brighter Futures which are being launched by Adam Ingram, Minister for Early Years and Children, in Edinburgh on 2nd December.
Some of Scotland's most vulnerable children and young people need stronger support to help them return to their communities from secure care, according to a review of the secure care services.
The report of the Securing Our Future Initiative (SOFI) was commissioned by the Scottish Government and the Convention of Scottish Local Authorities as part of the broader National Residential Child Care Initiative led by SIRCC.
